A team of 32 top experts and scholars has published the first scientific commentary on Slovenia’s Electricity Supply Act (ZOEE), providing an in-depth analysis of key provisions shaping the country’s electricity market regulation. Among the contributors are four partners from our member Jadek & Pensa—Janja Zaplotnik, Eva Gostiša, Jure Levovnik, and Andraž Jadek—all recognized experts in energy law. 

Their contributions focus on crucial areas of electricity market regulation, including citizen energy communities, energy production permits, flexibility contracts between distribution operators and system users, as well as the separation and transparency of financial statements. Their insights aim to clarify complex legal provisions and enhance understanding of the evolving regulatory landscape. 

The commentary, edited by Borut Bratina, Aleš Ferčič, Rajko Pirnat, and Luka Martin Tomažič, has been published by GV Založba. It serves as an essential resource for legal practitioners, policymakers, and stakeholders in the energy sector, offering a comprehensive interpretation of ZOEE and its implications for Slovenia’s electricity supply framework.
